Redistricting authority:
U.S. Congressional Districts – 5 Member Arizona Independent Redistricting Commission: 2 Republicans, 2 Democrats, 1 Independent. Chosen from a pool of 25 candidates compiled by commission on appellate court appointees (10 from each major party and 5 not from major parties). The highest ranking officer of the House appoints 1, the House minority leader appoints 1, the highest ranking Senate officer appoints 1, and the Senate minority leader appoints 1. The 4 chosen commission members then choose a 5th member, who must not be a party already represented on the commission, and this person becomes the chair. If they deadlock on a choice, the commission on appellate court appointments names a chair. Their decision is self-executing, so the Governor has no veto power.
